Most engagements start in one of two places. If people cannot find you, or the site you have makes a serious business look casual, that is a Sites engagement. If you are running your operation out of spreadsheets, text messages, and a shared inbox, and the cost of that is measured in hours every week, that is a Systems engagement.
Plenty of clients begin with a site and discover the second problem along the way. That is a normal path, and it is why discovery comes before a proposal rather than after it.
The honest answer is sometimes that you do not need custom software yet. You will get that answer too.
